The Town of Channel-Port Aux Basques Municipal Council is proposing map and text amendments to the Town of Channel-Port Aux Basques Development Regulations and the Town of Channel-Port Aux Basques Municipal Plan. The amendments would have the effect of:
- Redesignating to the Residential Designation and Rezoning to the Residential Compact Development (RCD) Zone of two parcels of Town-owned land considered suitable to accommodate a higher density of residential development using compact lots. One parcel is located off Hardy’s Arterial Road and is presently designated Public and zoned Public (P); the other is located off Barhaven Drive and is designated Commercial and zoned Commercial Business Park (CBP).
- Amending the text of the Municipal Plan and the Development Regulations to introduce and new Use Zone (the Residential Compact Development (RCD) Zone) with standards supporting the development of higher-density housing of various forms (e.g.: Apartment Buildings, Mini Homes, Tiny Dwellings, Row Dwellings) in the proposed RCD Zone.
These proposed amendments are prompted by the need to update residential development standards to support the development of higher density, affordable housing for town residents displaced by Hurricane Fiona in 2022, CNA students and staff, and staff at the Dr. Charles L. LeGrow Health Centre, amongst others. These amendments would allow the Town to take advantage of the CMHC Canada Housing Accelerator Fund to obtain financial support for the development of needed affordable housing in the Town.

Any person who wishes to provide comments to Council on the proposed amendments is asked to refer their comments in writing to the Town Clerk, Lydia Francis, by 2:00pm on Friday, October 16, 2026.
